There are very easy steps to create custom 403 and 404 page In Drupal 7 as well as Drupal 8.
Step 1: Login into your Drupal 8 website with superadmin.
Step 2: create a node (Page) that will show users, how to start to create node.
Step 3: Select content type (article) and create a page, whose you want to show users on Error 404 page not found. i’m going to create 404 page, let’s see.
Set title add body content, image and set your custom URL alias (starting with /) and save this.
Step 4: Go top menu bar click on Configuration Menu and select Basic site settings go down of this page put your created URL alias (/404-page-not-found). see given how to put url in Error Page.
Save configuration and hit URL which is not exist in your system then you will see page like this:
